Sewer Lateral Inspection in Capitola
Required before your sale closes
The City of Capitola requires a sewer lateral inspection when a property connected to the public sewer changes hands. The lateral is the private line running from the building out to the public main, and the property owner is responsible for all of it — including the portion under the sidewalk or roadway.
Capitola housing makes this more interesting than it sounds. A lot of the Village and the older streets around it are beach cottage stock sitting on vitrified clay laterals that have been in the ground a long time, under mature trees, on lots where getting a machine in is genuinely difficult. That combination is why we lead with camera work and relining here rather than excavation.
What we do
We camera the lateral end to end, record it, and go through the footage with you. If it passes, you have your documentation. If it does not, you can see precisely what and where the problem is before anyone starts quoting repairs.
Newer laterals, and laterals inspected and passed within the past several years, may be exempt. Check before you spend anything.
When the line needs work
Most Capitola failures we see are root intrusion at clay joints, cracked or offset sections, or a belly holding standing water. The first two are usually relinable. A belly generally is not — lining a sag preserves the sag — and we will say so rather than sell you the easier job.

Who pays
Repair responsibility can be transferred from seller to buyer if the correct procedure is followed. It is negotiable, and worth understanding before you agree to anything: who pays for sewer lateral repair.
